Many states have attempted to cap non-economic injuries in medical negligence cases in an attempt to lower healthcare costs. Public Citizen, a not-for-profit watchdog group, has challenged this conclusion in a new report. It turns out, non-economic damage caps don’t lower healthcare costs at all.
